only if you don't turn the skill level up :)
or one could argue that before it was the AI who were cheating....either way you don't have to delete the file :)
Someone on this forum already changed files like that (copied files from GRID2) and got banned. If your game files aren't the same as the original ones it can, and most likely will, get picked up by Racenet (or whatever anti-cheat they use) and the banhammer will follow. I'm not saying I'm 100% sure of this, but I have seen the result on this forum already and would advice against it.
Edit:
Here are the topics I was talking about

In the threads you linked to there are quotes from the devs saying that they encourage modding the game as long as it cannot be considered cheating in multiplayer.
Removing or modifying the AI rubber-banding/catchup behaviour imparts no advantage or disadvantage to you or any other player in multiplayer games, therefore you will not get banned for doing so.
However, I'm sure someone will come up with a way to edit the file without effecting saves.
Obviously, modifying your files will mean you won't be able to play online either.
Have you tried using a hex editor? Apparently that was required when editing the same file in Grid 1.
Hope so, but I am not taking the risk. That guy that copied his files actually got banned. That's enough for me to consider it a big nope. If someone else wants to risk it, feel free, report your findings :)
