Check windows update. maybe C++ needs updating.
The install guide i provided lists to back up all the main folders so he wouldn't lose anything anyway.
I hope to God this is not going to be a re-occurring issue every time Windows runs a major update. They do run them rather often. If it is, then I will be forced to consider whether using this platform and/or Paradox is worth all the grief.

When I reinstalled Steam, it messed up the registry and then Steam gave me weird errors.
I used CCleaner as it has an option to uninstall stubborn programs.

I know you've reinstalled Visual C but try this method after you have completed the scans and reinstall of Steam.
Step 1: To uninstall the package:
a. Open Programs and Features.
b. From the list, find Microsoft Visual C++ Redistributable Package and click on it.
c. Right click on it and select Uninstall
d. Restart the computer.
Step 2: Download and install all the packages below

I have 12 Visual C installs, both x86 and x64 versions of 2005, 2008, 2010, 2012, 2013 and 2017 so make sure you have all of them installed, i don't remember which ones were installed by Steam and the game so best to grab them all.
Only other solution would be to repair Windows if all of the above fails, go to the heading "How can I fix a corrupt registry in Windows 10?" here and run all the fixes

All working again now. Very impressed with the support from Paradox. The guy dealing with me was very thorough and very patient with me. I made sure when I replied back to confirm it was working again, to let him know how grateful I was for all his time and patience.
Thank you once again to everybody in this thread who took the time to help me out. It is very much appreciated.
Yeah, it sounds like there is still an issue that is being worked around. None of those options should be needed at all.
Finally messed around with the game and got it working now.
Resolution that worked for me:
I browsed local game files, and installed the paradox launcher... once that installed I launched the game with steam and it worked for me. Created a paradox account from scratch and GG!
