No, all Fuserigs are still free, you now have 10 free Autorigs for non-Fuse characters

All Fuserigs are still free, you now have 10 free Autorigs for non-Fuse characters and 20 free animation download tokens as well

My bet is on "bad". After a year of Creative Cloud (and the ornery process of getting it cancelled), I went through the hassle of finding and learning non-CC alternatives. Maybe more of the advertised features of CC work now and it is no longer just a method to keep you locked in... I doubt it though, number of things they hyped about were changed*, cancelled, or ignored.

*) One of the positives they advertised was that CC software will have just one version, which gets updated with minimal hassle. Yeah, except they started issuing annual versions and at least the first such update was ... well, more than a little hassle.

I've never had any issues with CC, in fact I feel real good about it because otherwise I wouldn't be able to afford to use the apps I use in CC now...

Hmmm..., hope I didn't make a mistake buying this software. Looks like the big American corporations are eating up the internet....nothing to celebrate here for the users in the long run I think!

That is correct, the Steam store page is in the process of being updated.
