Why does this game feel "stuttery"? I have a monster PC with the unofficial patch.

I installed the game (GOG) with the unofficial patch and I notice the game seems to run fine, but the frame rate seems really weird. It's not super smooth, even when I force vsync on it. Does the game lock at 60 fps? Or is there some other issue with it? It just feels very stuttering when looking around and moving. I have 9800x3d/4090/etc.

The game is locked to 60 fps yes.
You can edit a file to lock the game to a higher frame rate, forgot which one, but higher frame rates can cause physics engine issues.
