Not sure about that.
If the game is in your library and the DLC appears in your library then STEAM data says you have technically the data.

alright, thanks for letting me know.

If you have the original installation == installed by steam, you can just extract the non-owned DLCs into the Spintires folder in etc/steamapps path and it should work. I do not own all the DLCs but I was able to play even the ones I dont even own.

Dont have mods as it can break this
