impossible. pretty much all mods ive seen require bepinex which means that you need to have an external tool downloaded or the devs/publishers have to make a deal with the bepinex developer to include it in the game. Also, mods arent ran in a secure environment. They arent in a specific folder and sometimes you have to overwrite files to install certain mods. There is also the risk of some mod modifying important files and uploading dangerous files to your device

steam workshop has no mod management at all. you could end up downloading mods that conflict with each other and wouldn't know it.
