Yes. Tapping with a finger on a hex flags it blue (like a left mouse click), and holding your finger down on a hex for half a second causes it to reveal it's number when you release (like a right mouse click).

They changed this with a recent update. Do you have a Surface pen? I have an old Samsung tablet hybrid and I was able to bind the pen button to right click, using Samsung's software.

I have a surface pen but the game doesn't recognize it as a mouse like my other apps do. Can you explain how you got it to register?

My tablet no longer works (old Samsung Ativ with S Pen) but I installed a tool called RadialMenu. While I didn't use the menu widget itself, it came with a Wacom pen tool that allowed me to enable the pen's button to function as a right click. This might already be an existing setting for the Surface pen, but if that doesn't work it might be specific to this game.
