Had the same problem and found a fix.
I have a 64bit system and it looks like the Steam Client was starting the 32bit version.
In the game dir there are both the 32 and 64bit versions. I renamed the 32bit one into something else and created a symlink to thr 64 bit one with the old 32bit file name and it worked.
But it's a bug and devs should fix it.

At least on my system (64-bit), Hexcells and Hexcells Plus have both 32-bit and 64-bit binaries, while Infinite is 32-bit only!?!
So your workaround won't help with Infinite, since there is no 64-bit binary to symlink to...
My problem is with the original game. But it very likely that the issue is the same, so who has issues can try it.
