Troll hexcells or a bug?
Shouldn't the number above the row of hexcells show the amount of BLUE hexcells in a row - check this image[puu.sh]

I mean I still have finished this level (this is 21st level by the way) but this confused me quite a lot.

Yes, it does. Follow the column all the way down. For better orientation click left on the black "2" above that column to mark the whole column. The upper and lower part belong together.
