Is Hexcells plus standalone?

Is it possible to only get Hexcells Plus, without having the base game? Or is it just an add-on?

The shop page says "Hexcells Plus is a standalone expansion to Hexcells that contains 36 new and more challenging puzzles." Also it's not marked as DLC.
