It sounds like something similar is happening to you since the issue goes away with your Hotspot. Windows Defender, like you mentioned, or a Firewall setting of some kind could be a cause, that is for sure.
I would highly recommend figuring out how to allow ATS or the ATS Convoy connection specifically to bypass Windows Defender, instead of just turning it off completely. If you disable Defender and do not have anything else, then you are running your computer with no anti-virus or security and are leaving yourself open to malicious software.
Please, don't use the same main IP-address to play the same game at the same time. This is a normal aftershock. You need one static IP for the host PC and n-amount for the other PCs on the network in your household. Most games are made to prevent you having multiple instances on one IP and/or game account.
To fix the issue you need to ask your Internet provider for n-amount of separate IP addresses while on the same network. Also, make sure that if the game has demanding requirements 100 Mbps upload & 100 Mbps download won't do. You will be needing a minimum of 250 received, not on paper.
