Is Facerig going to be able to use hands?

Even if its prerecorded movements like a wave, cheer, or anything... are they planning to do anything like this in the future?

You can already do that... with additional sensors like Leap Motion for 3D avatars.
Or with keyboard shortcut as explained in this guide:

With 2D avatars you can use custom animation for hand wave or anything.
