As for your questions:
If you are a 3D modeler, you will be able to make and import your own characters, rather than customizing the pre-made characters.
Backgrounds can't really be edited, but you will be able to import custom ones.
As far as using FaceRig for development, you will have to wait for the Studio version, which will have (among other tools) the ability to export motion capture data, which you can use to animate characters' faces.
If there is no face animation, no pre-made customization, and we can't use the software for development, what does the $39 version allow us to do then?

Note though, the current models can be edited within the program to some extent.(add props change some colors/details. Shape the model a bit, bigger eyes, smaller, nose etc etc)
facerig when fully developed and little to no bugs + nintendo = 3D pokemanz movie
(with alot more of course but still itd help)
