Just because this is done on a lot of other programs:

Add a * for settings that can only be set in the launcher / require a restart to be active (like the DX9 / DX11 option) and a note below it what the * means of course.

Would also note to other users that most of the settings can also be change in-program, which would invite them to look for them if they don't know exactly what a setting does or so.
