Won't launch, gets stuck at step 1 install microsoft direct x

I've installed facerig before on this same system, I did a fresh reinstall of windows 10, and am loading everything again. All my drivers and windows updates are up to date to my knowledge. I just freshly installed steam and then facerig won't launch.

Perhaps your antivirus software or Windows Firewall is blocking Steam from either completely installing FaceRig, or launching it. Disable both of them for a moment and see if FaceRig's installation / launch resumes.
