Hello. Did you try to install the Microsoft Visual Studio 2019 update, for both x64 and x86? You can find it here: https://visualstudio.microsoft.com/vs/older-downloads/

If that does not help, go to Steam\steamapps\common\FaceRig and get the VP.log from there and send it by mail to info[@]facerig[.]com, with a mention of this Steam thread.

As a side note, another helpful thing would be to go to Steam\steamapps\common\FaceRig\Bin and launch FaceRig.exe with administrator rights. You should be returned with an error. Let me know what the error message says.

Hello so i did what you said and i still get the same error, also for Vp.log is it in Steam\steamapps\common\FaceRig\Mod? I also tried running admin privalges and i got VCOMP100.DLL

That .dll file is installed with the Visual Studio redistributables; if the 2019 one did not solve the issue, install the older ones too (2017, 2015, 2010) for both x64 and x86. Aside from that, perhaps there's something going on with the Windows. Do you have the Windows 10 N version?
