Have you excluded the "steam/steamapps/downloading" and the "steam/steamapps/common/facerig" folder from your anti-virus scans? If you don't know how to, please tell us what anti-virus you use and we can give you more detailed information.
Did you also try launching Steam itself as administrator and then verifying? You mention the launcher and facerig, but not steam itself, that's why I ask.

Yeah. I tried everything I saw that I knew about doing. (I don't know how to run steam as Admin, so that one is eliminated.) I have "Windows Security" antivirus installed. Closing FireWall I don't know how to do.
or to HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Holotech\FaceRig
by export HKEY_CURRENT_USER\Software\Holotech\FaceRig (in regedit.exe), then edit in text editor (change section name with Wow6432Node) and import back.
