Just a few things I want to check:
Have you excluded the "steam/steamapps/downloading" and the "steam/steamapps/common/facerig" folder from your anti-virus scans? If you don't know how to, please tell us what anti-virus you use and we can give you more detailed information.

Did you also try launching Steam itself as administrator and then verifying? You mention the launcher and facerig, but not steam itself, that's why I ask.

Only thing i have not done is start steam as admin!

Hi there, have you tried the solutions found in this thread? This message comes up when FaceRig.exe is blocked (usually by the antivirus) by a third party application. Add FaceRig as an exception or disable the AV and Windows Firewall altogether for a few minutes and launch FaceRig (launch Steam with administrator privileges before launching FaceRig).

Yeah. I tried everything I saw that I knew about doing. (I don't know how to run steam as Admin, so that one is eliminated.) I have "Windows Security" antivirus installed. Closing FireWall I don't know how to do.

Okay, so I re-read the thread, and I forgot to try running steam as admin. it worked. Thank you!

In registy copy section (with all keys) HKEY_CURRENT_USER\Software\Holotech\FaceRig to HKEY_CURRENT_USER\SOFTWARE\Wow6432Node\Holotech\FaceRig
or to HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Holotech\FaceRig
by export HKEY_CURRENT_USER\Software\Holotech\FaceRig (in regedit.exe), then edit in text editor (change section name with Wow6432Node) and import back.
