If it's a Live2D avatar made by a user (on the Workshop) or it is an official Live2D avatar, then you'd have to contact them and ask for their permission to use it when streaming.
The license which lifts these obligations and allow you to freely use these avatars is FaceRig Studio.

To use Live2D Avatars with Twitch & YouTube Live, do I also need to purchase additional licenses for the independent VTubers with Live2D installed?
