Report a translation problem
So for now you can just share mods and custom creations by downloading and deploying the needed the files yourself, outside the Workshop system, with total freedom... ( a bit old-school, I agree) :). Then when the Workshop is implemented you can just go there if that's what you wish ( I agree that is more convenient way of installing community creations).

The first version of the import pipeline was only nailed down about a week and a half ago (and is still undergoing changes).
The fact that there are already community creations and full functioning avatars out there such as Steve, is pretty amazing in itself :). I am sure as time goes by the number of Community created custom avatars will grow :).
