In there there is an updated version of the file linked above (v.02, instead of v.01) plus the referenced GenerateNormalMapsForFacerig.pdf, info about the Live2D addon and also a depreciated but still viable documentation of the old importer-tool
Once bought/downloaded/installed, the documentation can be found under
<steam install folder>\steamapps\common\FaceRig\Bin\Tools\Docs
In that Tools folder you will also find the older (depriciated) and new importer tool that you need to prepare the created model into a avatar ready for use in FaceRig (and possibly uploaded to the workshop)
Again, this is a reply from a non-dev, but should hopefully point you in the right direction.
