Ectually it IS allowed, but under certain conditions, so that it falls under caricatures:

• You need to draw the image yourself completely, no using things like screengrabs as an under-layer and just over-drawing it (something I couldn't see, because the drawing part was already done). Using a reference image to the side and for colors is fine though (although changing colors a bit is usually better)
  
• You should not sell it for money, which in the Steam Workshop, at the moment, isn't possible even.
  
  Know there is a thin line here between copyright infringement and caricatures / being legal, so asking before uploading is probably a good call, especially if you wait from an answer from a dev (which I am not btw, I'm a moderator on here)

Fanart does fall into a bit of a legal gray area but is generally accepted, caricature and satire are 100% legal.
Since the drawing is 100% your own, and YouTube does seem to allow it, we'll say it is okay :).
But if the copyright owners will demand us to take it down we will likely have to do that :)

( I mean think of carbot animations and Blizzard's copyrighted content, that's perfectly allowed AND encouraged :D )
