Re-elected achievement
I just finished the game and I received the Revolution achievement, but not the Re-elected achievement. Is that a bug?

Hey there,

No this isn't a bug, there are two different endings for Hover's story, and acheivements for both. The Re-Elected acheivement is rewarded once the game is beaten after collecting all the Gamegirls and every map.

But I did collect all the Gamegirls and I got the good ending, and according to a steam guide, the Revolution achievement is the one for collecting all of them. I don´t know what happened.

Yep, Omni confused the two achievements.

Re-Elected - Normal ending by just beating the game/final boss.

Revolution - Secret/True/Good ending by collecting all Gamegirls and then beating the final boss (again)
