Modding: Custom World Map/Hex Map?
In each scenario folder, the map is held in a .wim file. This file is unique to each scenario and if I can figure out how to edit it, then it would be possible to build a new scenario from the ground up.

Does anyone have any idea what tool could be used to edit a .wim file?

Try to Google it. Seems its a microsoft proprietary file format. If its that then there are tools to use. If you have no luck with stuff thats out there then its possibly something the devs cooked up themselves. Of which theres probably no chance of changing these.
