Modding Question: Map Editing
I'm attempting to create custom scenarios and it looks like the map data is held in a map.wim file. Is that something that can be edited? How can I create a custom map layout?

Where did you find the editor? I've been looking all over for it.

There is no editer per se. You have to copy a scenario file and edit the native files. Most of the stats and names are held in spreadsheets..
