Chances for disembark to be successful depends on power/strength of all your fleets in particular sea zone versus enemy fleet power.
In worst scenario ( your case ) you have only 5% to perform successful diesmbark. Try to increase your sea dominance to have higher probability to succeed.

You spend money to buy Assault Points. Then you embark your troops at a port. Then you used the fleet management screen to disembark them.
However, I am unable to get them to assault any hex.
The other important thing to remember once you have landed is supply. This can become a major issue after the turn of the landing. I've found that going straight for cities tends to solve this (particularly in Africa), as I'm not sure yet how the alternative supply thing works.
Hope this was helpful. Good luck.
Only way for me to get to Ireland was using airborne army units and drop by parachute ;) But to be able to do that you need invade england so the range wont be a problem if i remember correctly. And beting England was no easy cake i can promise :)
Yes, there is that but I think landing tanks would be much more efficient and it seems a bit unrealistic that Ireland can't get invaded, when America, Canada and all the other island nations can. So yeah, as much as I don't like using airborne corps, I guess I'll settle for them.
Also, England is easy if you bomb your way through their tanks, and then when you land yours, go straight for their planes. Seems to work every time ;)
