Buying Licenses, vehicles etc

Never tried this before but see people recommending it.

Started a new game, but don't see any vehicles or licenses to purchase in the outsource tab, am I missing something?

If you started on Easy mode, then the AI won't be established, thus there won't be anything there to license. If you go about 12-18 turns, there should be some stuff you can license/buy.
