So your issue is with software interference on your computer. At 87.5%, the game is saving .html files to your hard drive for reports. This is done to the Sites folder. If this is happening with ALL save games, then your AV software has either deleted the folder, locked the folder, or is otherwise preventing you from saving to this folder. Did you do a file verification? Try that with your Anti-virus software disabled: https://support.steampowered.com/kb_article.php?ref=2037-QEUH-3335
If that fails to fix the problem, try a clean reinstall of the game. Follow these steps exactly, especially the deletion steps as Steam will not clean out the game cache on uninstall: http://wiki.gearcity.info/doku.php?id=troubleshooting:steam_cleanreinstall
You may also want to run the game as administrator just in case your user is missing any write privileges to the game folder.
I copied saved games into the folder but games shuts down as I try to load those
They shouldn't shut down. Send me the log file after it crashes trying to load them, the log file should say what's wrong.
You are on v1.25.0.9 HF6, with Default mod correct? Is your Anti-Virus software disabled?
After 3ed try everything works fine. I didn`t turn off anything on antivirus nor done any other changes and no issues.
The only difference that I made was that last time I run game first before copying saved game files.

P.S. I know you are against Discord, but I would honestly think about it in your case as it is the mainstream thing and could add a lot of exposure.
Well, GearCity is a small time game, we typically don't appear in their databases.
Plus you need to whitelist the chromium helper program. IF we are in avasts' database, that is unlikely in it, as it was only included a couple years ago.

Strike that. I had a gamepad plugged in. After removing it the game started normally.
Interesting, USB one? What type of gamepad?
I probably need to remove some unused joystick code.
