Power Rating can be negative

See screenshot, normally the rating in-game goes from 0-100, but it is possible to make a rating negative.

Save game was 404. None the less, I was able to duplicate it. The power rating itself can not go negative, however, if you're playing on harder difficulty levels, and any of your ratings are low enough, the RnD estimation gap could display a negative number.

I have fixed this issue, it will be included with the next update.
