Check your settings, see if dynamic report size is enabled, if so, disable it.
Do you have write privileges to the "Sites" folder? Navigate to the main folder: http://wiki.gearcity.info/doku.php?id=troubleshooting:steam_installfolder then check permissions for GearCity and the Sites folder. (so should be something like ..../common/GearCity/GearCity/Sites/ )
Running the game from a terminal and saving the output and sending that is helpful as well.
Finally, try a file verification: https://support.steampowered.com/kb_article.php?ref=2037-QEUH-3335 and if that doesn't solve the issue, do a clean reinstall. Follow these instructions exactly, especially the deletion part, as Steam will not clear old cache files: http://wiki.gearcity.info/doku.php?id=troubleshooting:steam_cleanreinstall
If all those fail to work, email me the logfile.log, http://wiki.gearcity.info/doku.php?id=troubleshooting:steam_logfile
Let me know if any of those work.
