So that's most likely your problem. Autoproduction creates new production lines, auto hire system hires the workers, but doesn't set the wages because auto wages is disabled.
It's not really a bug, but I could see where the logic flow would be problematic.
If you have autoproduction on, and either auto hire or auto wage off, you'll need to adjust wages and/or employees every turn. Because the auto production is constantly adjusting production every turn.
If you have a problem with the wages Auto-wage pays out, you can adjust them using the "Auto Wage Margin" in the Autocommands.
In the meantime, I will automatically enable Auto-hire and Auto-wage when Autoproduction is enabled. That will be in the next update.
