I tweaked the random history war code a few versions back, I probably forgot to add a check for no wars there.
Two other minor points.
One thing that has always bugged me a little is the RnD screen where you allocate additional money to increase research speed on Chassis, Engines, Gearbox and Car skill / design rating. You get a clear picture of your current rating and growth in the first 3 categories, but is no info anywhere I can find on your car design skill level.
I know game is nearly complete and you not looking to make any major changes. But it has always puzzle me why the game makes it so easy to build ultra cheap low quality junk cars (esp a few models). My profit margins have always been off the charts on the $500 - $1600 type cars. Maybe a tweak to the used car values so these cars have zero resale value would make them less viable. I will add I have not yet play with the parts inflation option on, I was consider that for my next play through.

This information isn't displayed in the RnD window because there is no tech for vehicle design skills to unlock.
There won't be any changes to the RnD window unless additional work is funded to add more stuff to the research system. Some of which will require vehicle design skills to unlock features.
I'll need to know the year you're referencing, but you should know, historically super cheap cars are what made big car companies who they are.
Ford -> Ford Model T, 1925 $260 ($3,909 in 2020 dollars)
Fiat -> 500 N, 1957, 465,000 lira = $744 (using 1949 peg rate), ($6,945 in 2020 dollars)
Citron -> 2CV, 1955 $1195 ($11,730 in 2020 dollars)
VW -> Beetle, 1950, $1280 (1967, $1780) ($13,981 and $14,016 in 2020 dollars)
BMC -> Mini MK1, 1959, Production Costs £537, (£12,777 which is $17,728 in 2020 dollars)
So no, this is a feature, not a flaw. Every major car company today sold cheap cars to get where they are. Nearly every** mid and expensive car company is, or was, owned by another company at some point. Mercedes and BMW being the only large exceptions I can think of, the later of which used to make super cheap cars as well.
Anyway, you can make adjustments to purchasing power in the new game settings. Also playing with more AI will help reduce low end sales. As it's more about competition within a demographic than it is too many poor people buying cars.
**Speaking about large volume companies and not boutique producers.
Regarding the low cost cars, is no doubt you focus on being historically accurate and agree with you in principle. However for a game I suspect most people enjoy making a more quality auto. As I say is not a bug is just the direction you choose to take the game.
As I say you did a great job add more reports and other info. Everyone has own ideas of what kind of game they want, you cant please everyone beyond give them options in set up.
