It does not appear when designing components because the system uses the sum of ALL components and the vehicle sliders.
But really, it only triggers if you have every slider so low in the game. Try to avoid doing that.
Ideally, in the feature bounty system, we'll be getting rid of 1-100 rating limits, which will make min/maxing sliders in this fashion a penalty of their own.

So that won't enter the warning system. Several other penalties do appear in the advanced designer, like the smoothness penalties, alternative fuel penalties, too slow, etc.
All that being said, the penalty isn't on/off, it's semi-linear. So you might only slightly trigger it if you're close to the cut off. I suggest just making sure your designs aren't pure junk.
I expect the upcoming crowdfunding bounties will remove the 0-100 limit for ratings in the game. With that removal, I can get rid of the things like the low slider penalty because if you gimp your sliders, the AI's buyer ratings will be extremely better than yours.
Of course, with all bounties, there is no guarantee. It will require raising enough money and voting.
