The outsourcing window in RnD is for inital acquisition and making avaliable designs. Once you aquire designs, it's managed via the contracting system since it is a contract with another company.
When I get back to the office I'll let you know the exact location if you can't find it.
I was incorrect about the location. What you're looking for is RnD->Outsource->Manage. This is where you manage outsourced components. You would select Gearbox from the drop down list, then select the model of gearbox. Type in how many more you want to order and hit "Order". The other location is in the Mega Menu, Autocommands, "Outsourced Contracts".

Tried waiting 1 month – same thing. Tried to buy a different component from another AI company – it appears on this screen, and I indeed can buy more of it or terminate the contract. But the one that the bankrupt AI company used to buy still isn't there.
Could you email me the save game and tell me which vehicle, so I don't have to spend a lot of time trying to duplicate it?

Sent you an e-mail with a save game.
Looking at the RnD->View->Gearboxes, it shows that the "0-13 4 Speed" is discontinued. If you wish to order more, you will need to reactivate the component. You can do this by going to RnD->Modify->Gearbox->Restart Production.
After you Activate that Gearbox again, you may manage it via the Outsourcing Manage function.
So this isn't a bug, just an oversight on your part. The AI had discontinued the Gearbox, and was most likely going to discontinue the vehicle model before you bought them out.
Either way, I will put in a mechanism that will discontinue the vehicle if the player buys an AI company with outsourced components that are discontinued.
I didn't know that it got discontinued. When I found it in the list among outsourced gearboxes available for purchase I just naturally thought that since it's there, it means it wasn't discontinued by an AI company that was selling it.
Either way, I should probably address this sort of situation in one of the upcoming patches.
