It is not enabled in v1.24 RC1. It is a v1.24RC2 achievement. I just released v1.24RC2 30 seconds ago.

You will see achievements show up on Steam as I add them to Steam's backend. But you will not be able to unlock them in the game until I release the build that has the code to unlock them.


As for the Strike Averted achievement, if workers are about to strike, and you get them not to strike, you'll get the achievement. It's an easy one to get.
