You can purchase designs from AI companies using the Licensing system and the Outsourcing system located in RnD->Outsource. I suggest doing the in-game tutorials for them. (Video tutorials on this subject are coming in the next week or two.)
You can sell designs to AI companies using the same system.
If you own 50% of a company or they own 50% of you, they can use your designs, and you can use their designs. This is located in the same place, but under "Platform Sharing".
I don't believe you can license a design from the AI and then platform share it with a company you own, but I could be wrong. If you have a link to this, I'll look into it.

If you're talking about sharing car designs as in bodies and sliders, when you save body designs or sliders from RnD, they go into the GearCity/GearCity/SavedCars and SavedSliders folders respectively. You just copy the files in those folders and paste them in the same folders on another machine. OR you create a mod file with those car files, supplementing the pre-designed car system.

If you want the car to show up in the predesigned vehicle list, you have two ways to do it. You can either make a mod for the game. Or you can edit the existing predesign file.
First, you'll need to save your .car file. This will be located in /GearCity/GearCity/SavedCars
Then you need to edit the PreDesignedCars.xml located in /GearCity/media/Scripts
If you use the mod tools, most of the work editing that will be done for you.
If you want to overwrite the default files, you'll save your PreDesignedCars.xml file over top of the existing PreDesignedCars.xml file. Then you will move the .car file to /GearCity/media/PredesignedCars
Be aware, anytime there is a file verification, your changes will be erased.

This particular video is for adding new logos to the game, but instead of checking miscellaneous artwork and player logos, you'll check premade car folder and premade car list.
The premade car folder needs to be a folder containing your .car file. And the premade list is the PreDesignedCars.xml file you saved.
All of that being said. The game allows you to use saved .car files. So all of the above is moot unless you're trying to make a mod to distribute. Once you saved your car body, if you want to reuse it, simply click "Load Vehicle" button in the "Customize" system. This will list any usable .car file from your SavedCars folder.
I believe I explained it in the post above. But let's try again.
Your car files are in the GearCity/SavedCars folder.
Take those files and put them in a folder on your desktop called MyModCarFiles.
Open up the mod tools, select the Premade Vehicle Loader.
From there, you need to open the existing PreDesignedCars.xml file. This is located in the media/Scripts/ folder.
You then need to add your vehicles to this list using the editor.
Save the new PreDesignedCars.xml file to your desktop.
Now open the mod editor.
Fill out the information at the top.
Check "premade car folder" checkbox, then click ... button. Navigate to the MyModCarFiles folder. And select it.
Next check "premade car list." Then click the ... button. Select the PreDesignedCars.xml file on your desktop.
Export the mod to your media/Mods folder.
Open the Video Settings Editor. The mod should appear under the mods tab, select it and save.
The mod should now be in the game, test it out.
If it is missing the premades that come with the game, or it crashes trying to load them, you'll need to copy and paste the .car files in the media/premadecars folder into your MyModCarFiles folder on your desktop. Then export your mod.
If everything is working out fine, use the Steam Workshop tool in the Mod Tools. You must launch the Mod Tools from Steam for this to work properly. Fill out the information, then select your mod located in the media/Mod folder.
