I got that a couple times too, I assumed my main tech outside the area was too close or something and decided I didn't really want to mess with the quest and did something else...

Seems it might have actually been broken.

I never actually went back and tested if that was the case, my tech was not very close to the tower though.

For me it keeps claiming I missed a checkpoint. I'm not even sure how. I can't even make the jumps without boosters if that's the problem. It renders the entire track incompletable. So I genuinely don't know how they expect anyone to do that one. Maybe they don't. Certainly feels like that was the intention and that could explain by it qualifies making it successfully far forcibly fails the course. Then again a lot of these courses also feel completely untested.

The devs dont care. this bug gas existed for 7 years, and they never fixed it. i used to be able to edit my save file but since they moved to epic I cannot even do that.
