It is quiet easy to fix that for steam too if ever needed.
I cant recall with what program i made the installer, but i still do know the rest. the sound.xml you can easy open with notepad too... Then in notepad you can adjust anything you like according to what you want it to be.

I've installed it about 5 times (cuz I've had to re-install RoN on occassion, unrelated). All I g2 do is DL the installer, run it, close out of RoN then jump back in. Should work fine.
i made the installer, installer tries to detect your steam ron location.. if detection fails (due to... your pc problems most likely)... it wont install.. and it should trigger some kind of error (i forgot).. so??! any error? printscreen?
Basically you need to do the following steps;
1. Exit the game and close steam to be sure the sound.xml file is not in use
2. Backup your old sound.xml which can be found inside the data folder of the game; on steam that will be ...\Steam\steamapps\common\Rise of Nations\Data\sound.xml
Just rename it to something you can find back later if you ever want to restore it to default.
3. Copy the 'new' sound.xml file (if needed from your other computer) or use the old zipfile thats still around everywhere... to the same location

4. Depending on the sound.xml file (TGC-Vugi compiled all the taunts in 1 folder/ while i made the old pack into different folders) copy the new tauntfiles to the following location:
...\Steam\steamapps\common\Rise of Nations\sounds\taunts
In the old way it would have for example:
...\Steam\steamapps\common\Rise of Nations\sounds\taunts\FSF2\321 annoyou.wav
with TGC-Vugi's new compilled installer it would be something like:
...\Steam\steamapps\common\Rise of Nations\sounds\taunts\RoB\321 annoyou.wav
(if i remember correctly)
**You can open the sound.xml file you have with for example notepad and see where the files should be located... But if you use the taunts from the same source as the sound.xml it should have no problems**
5. Start the game and enjoy your new taunts!
Above also works on Windows10 technical preview (where the new installer couldn't locate the game)

running ron servers, players had problem with installing patch.. or even FINDING patch..
they would literaly ask "WHERE IS THE PATCH" in a chatbox 1cm bellow big red button "DOWNLOAD PATCH"...
manual installation ~ could be done by 5% of steam players
p.s. installer is made on registry structure of windows XP, any windows that has different structure.. WILL NOT WORK.... tested on xp, vista, win7... rest IDK

just compare older games and newer games... in new games.. they literally play itself for you.. "NOW PRESS LEFT TO GO LEFT", "NOW SPACE TO JUMP", "NOW (A) TO HIT".. LMAO!
well, bc of computers, many people become..smarter, more educated.. but bc of the very same reason... even more people.. went total opposite way hah

Since Rise of Nations was in Steam, i coudnt use the Rise of Babel old taunt pack, then i realized that it was cause i was using the spainish version, after some research i saw that RoB installer only modified the file that english version used.
With Fedomar´s help i could understand how it works and managed to make the modifications needed in the spainish version of the XML file. It worked so i made the same changes in all languages and uploaded those files to MEGA, with indications of where to change the files.

Use the zipfile to extract all the files manually and place the files in the right folder yourself, easy to do. Tho next to this manual method, there is still Vugi's autoinstaller for steam.
Download the zip file with the taunts and modified sound.xml:

Scan the file with your virusscanner. I don't think i have any, but I don't want to be blamed if my freeware virusscanner is not as good as yours...
For original installation folders you get:
C:\Program Files (x86)\Steam\steamapps\common\Rise of Nations\Data\sound.xml
and for example
C:\Program Files (x86)\Steam\steamapps\common\Rise of Nations\sounds\taunts\FSF\102 haha.wav
