i was playing game normally month ago but now whenever i try to open game it says blood and wine pack is missing

Go to your Steam library, right-click The Witcher 3, select Properties, then check the DLC tab. Make sure Blood and Wine is ticked. If it's already ticked, untick it, wait a moment, then tick it again to force a re-download. After that, verify game files under the Installed Files tab.
