Report a translation problem
I believe the default components and resources used by the generator part of the program are property of Degica/Enterbrain(sp?). There use is likely restricted to and for RPG Maker products you own.
Other resources created by users and put into the workshop (unless they use those resources) may be allowed (determined by their creators).
As far as I can tell, using the editor part of the program to create and design your own characters for whatever you want (designing your own models rather than using the default items) should be fine for using in whatever project you like (though it is focused and optimized for RPG Maker related work).
And that's probably just for a commercial product you plan to sell or monetize. If you're just making something for personal use or your friends to play, it's not likely to come up.
