There are many posts on the forums about FPS drops. You can use Steam’s search function to look them up. There can be so many different causes (like memory leaks...).
On laptops, it might be due to overheating, which causes the CPU and GPU to throttle. Total War games are very demanding.
There are many possible solutions to consider. Anti-aliasing and shadow shaders are among the most GPU-intensive settings.
You can try capping your FPS between 30 and 60, and then use a tool like Lossless Scaling to stabilize the framerate—this worked for my laptop.
You could also try limiting the CPU frequency with a utility like Quick CPU. That can help avoid FPS boosts and drops due to CPU temperature fluctuations.
