First issue I had was the same as for Mr.Meowington - .Net framework 4.6 installation did not work. Downloaded 4.6 installer from MS website, turns out the installation was blocked by a failed windows update KB2919355 that was stuck in my automatic updates for a few months now. In my case, it was enough to manually download all six sub-elements of that update and manually install them. However, looks like some people had it a lot worse.
After that, .Net installation that was built into Mind executable did not drop out so fast but appeared frozen instead. I installed .net 4.6 from a separate executable that I downloaded earlier. It worked, and judging by the time it took to install – Mind’s installation was probably working too, but also very slowly.
However, after the installation, the game still would not launch at all from steam menu and launching .exe files only produced ms-win-crt-runtime-l1-1-0.dll error. Launching as admin or with Win 7 compatibility did not help and crash reports were not generated.
At this point, I installed the old “beta” module and the game launched… with French menu and subtitles =\ French, not Spanish, mind you. I don’t know French at all:) So I rolled back to main version and tried to deal with the dll runtime issue, which seemed to be caused by Visual C++ Redistributable 2015.
Eventually, I had to install all the updates that were pending and got unlocked after KB2919355 (101 critical updates and 90 recommended), and then had to get rid of that damned Windows 10 spam that comes with KB3035583. The game works fine now.
TL;DR: fix your Windows updates, most likely you’ll have to install all of them.
