what actions specifically increase attributes?

you mean the values in the radar graph? those 6 values each has its own experience point count, and when the exp point filled up the corresponding value will increase by 1 point. there're quite a few ways to gain those experiences:

- you can pick 1 of the 6 attr to train in your living place (owned house or rented hotel room) or at attraction points in mountains
- reading books (equipment that u drag to your char's book slot) for the corresponding attr, you will gain exp when reaching 25/50/75/100% of reading progress
- discuss corresponding topics with another officer, both you and the office will gain exp
- training skills, either receive from or give to another officer, will also raise their related attr's exp
- doing jobs that involve said skills probably would give attr exp too, but since there's no popup of exp gain I'm not 100% certain
- there're booze that would give you exp, but from what I observed only charisma and will has such booze
- there're some 10k worth books (consumable) that can immediately raise your corresponding attr by 1 point, given said attr is below 105

on top of that, the earning rate of each attr's exp is govern by the potential of said attr of the char, which can also be increased up to 30 by reading corresponding books (consumable) that costs 12-15k each.

thank you very much for this info
I dont know if this is translated correctly, but i find one important way to increase attrs is missed in the first comment. You can try to recruit a teacher-like mercenary in the quest board in every city, and they have a passive skill to give u exp over all 6 attrs every day as long as u take them with u. They can also train others in ur party. There is also an option in the game settings to make them give u more exp, which tbh is almost fast as cheating. Still, even with that option off, these mercenaries are must-have.

Aah you're right, I've missed that one, becoz I hired one and pretty much put it out of my mind for the rest of the game. Thx for filling in.
