Depends. Not a game so not "Free to Play" in the traditional sense. However it appears the included samples have some descent usage rights to them. So it's like getting a few free loops packs for downloading the base 'manager'. Note, not really a manager (or a program for that matter) but actually an umbrella in Steam to hold the DLC.
