When you get this, you got a series of pre-loaded loops that you can use in your DAWs, it's quite easy actually with Cakewalk Music Creater, just drag and drop and do the stuff from there.
You can buy the additional packs that can be used the same way.
Popular DAW softwares include Cakewalk Music Creater/SONAR, FL Studio, MAGIX, Garageband, Reason, etc, most of them are commercial but there are some of them that's free if you look hard enough. Currently, Music Creater and MAGIX Music Maker are the notable ones currently on Steam.
Althrough MAGIX Music Maker (which is a decent DAW and what I'm using for my game project) is on sale, this resource pack mainly uses REX2 format which I don't know if it supports (I do have my own copy of Music Creater that do support it)
I hope this answers your question.
