It is only possible to raise the economy of a province through certain buildings e.g. the tier 4 Aquaduct.

On this screen u see, that this is not right. I'm currently have 2 damaged provinces.
Never more raising them without buildings? ... So u would never raise a province with 1 economy up? That's bad.
There's nothing. The right red province is also under control of me since more than 20 turns. Does a spell least forever?
I'm wondering if there is maybe a bug in the acqueduct building.. it's the only thing i can think of which affects the economy level of a province.
So there is no active spell. But the province is still red marked. Also i have 2 others, which are marked red and there is also no spell. (Bug?)
And if this is so, u should also take a look at the other capitals.

Crivia in the lower right corner, Maltessa two provinces to the left, or Goldenspring in den left lower corner. This all were capitals as i annexed them and they are not lowered or marked red.
