I will look into this, and the magic investment numbers as well.
It should be noted that magic investment is one of the last things which is taken from your treasury, and it will only take what it can - and give you the appropriate amount of RP in return - so if you set it to 100% investment, it will actually use whatever money you have -after- other expenses, which will of course not be 100% of your income.
The numbers should definitely update whenever the panel is opened/closed, likewise, the tooltip is recalculated every time you mouse over the treasury.
The problem then seems to be with the magic expenses line, looking at it, it appears that it is basing it on your -current- treasury, and not on the treasury which you will actually have at the start of the next turn after all of your income and other expenses are paid out - causing the values to appear incorrect.
I can still also confirm that moving your units to your capital to deny their upkeep (or out of it) delays correct numbers for 1 turn too. But that is minor. The magic part is more important for me.
