After i'd destroyed the Boruvian empire there was still a fleet of Boruvians at sea left.

After i destroyed Hadrigel, a Hadrigel army remains in a province assigned to 'rebels'. The army had a Hadrigel counter to show it though, and when i try to invade the province, i can't, and get a "You cannot delcare war on this realm at present" message.
