Report a translation problem
The AI doesn't move at all when attackin my provinces in tactical mode. I think it happens all the time for me, but not 100% sure.
Does it seem to be related to loading a game after war has been declared? I have started several new games to test this, and the AI will run normally if I simply play until I declare war (or let the AI declare war) or if I load a game while at peace and war breaks out later. The bug only seems to happen if I load a game where I am already at war.
I tested playing a few turns without loading or saving at all and having 2 tactical battles per turn (sometimes the AI attacked and we had a tactical battle during the AI turn as well). I can't find a pattern here (yet). Most of the time the AI will do nothing in the tactical battles but for a couple of battles the AI moved (both on attack and defense).
What you write above might be true though, I was already at war with a couple of factions when I tested.
