Are you still having this issue? One thing that comes to mind with a fresh new computer is that it might not have the updated drivers running yet. See if you can run the Windows update, and make sure the graphics drivers are also updated, and hopefully that'll solve the issue.
If the issue persists, please let us know the specifics of the new computer and we'll see what we can find out.
The issue hasn't ceased, and the only way around it so far is going into the game files and launching the .exe as Admin.
Oh well. Not that big of an issue if it's a isolated case.
