They can pass through the zoc if they are attacking.
It works the same for the player as well guys.
If there are two enemy stacks, for example, P and Q, and P is in front of Q, you can pass through P's zoc if you give an attack order on Q.
You're probably running mods, and they are messing with the game mechanics.
You guys are seeing things though, if you think this is a built in mechanic or something for the AI.
The AI cannot just walk through a zoc with a normal move order. They have to be moving to attack a stack or a town to move through an intervening zoc, and it works like this for the player too. You can move through AI zocs too, if you are attacking a stack or town.
There is even a tooltip in-game that states this, btw. It has actually worked like this for awhile, even in TWs prior to Attila.
